Once a ceasefire takes hold in Syria, the UN should provide the basic principles for a constitution suited to peaceful development and including the universal values (freedom, democracy,-human rights and the rule of law) as well as four branches (legislative, executive, judicial and procuratorial). This should be aimed at helping Syria develop a constitution that will foster long range growth and prosperity and serve as a model for peaceful development elsewhere. Environments are changing constantly and problems are endless. Judicial reform is only one part of constitutional reform. The US’ basic problems call for full constitutional reform to see that the heads of the judicial and procuratorial branches are elected and the policies, systems, administrative actions, personnel, budget, etc., are reviewed every 5 years by members of the public to ensure everything stays in step with the times. Democracies everywhere should support Taiwan's efforts at constitutional reform to achieve greater democracy and freedom. This would inspire the 1.4 billion people of China to seek democratization of the CCP and lead North Korea to follow suit, bringing about world peace. Studies of democracy and peace show wars between democracies are very rare. Once China and North Korea accept democracy, human peace will be assured. The US should support Taiwan's efforts toward constitutional reform, which will attract China to democratize and pressure North Korea to follow suit – leading to world peace. The world’s democracies should support Taiwan as a beacon for democracy in Asia, lighting the path to peaceful development for China.

Regardless of who wears the crown, absolute power breeds absolute corruption. Hong Kong’s kindergarten case is just the tip of the iceberg. To end the corruption problem, comprehensive constitutional reform is needed to impose democracy and the rule of law, with separation of powers and checks and balances. The heads of major branches should be elected in alternating years and elections should be free of charge to end the symbiotic relationship between government and business. To protect the economy of Venezuela, constitutional reform should be carried out to implement a modified semi-presidential system with presidential term limits. Laws that are not backed by penalties are not laws, and a constitution which does not allow resistance is not a constitution.
