The Constitution of South Korea should be changed to install a modified semi-presidential system, and the presidency should be declared to be above party politics. Symbiotic ties between government and business must be severed and separation of powers installed, and the heads of the legislative, executive, judicial and procuratorial branches should be elected in alternating years. See the Charter for Permanent Peace and Development / Global Unity Constitutional Standards.
