Free speech is a universal right, and attempts to silence the voice of the people are aimed at creating a monolithic society with only one opinion. The people of China should come forward and call for comprehensive constitutional reform to preserve the independence of the media and prevent the government oligarchy from monopolizing the media, the internet and all other channels of speech. Human security and sustainable development are two of the major tasks of the UN and all nations, whether or not they are UN members, should abide by its norms.. The solution is to enforce the core values of One World under One Set of Laws, assigning international law priority over domestic law with direct bearing on the rights and duties of the people. Mali should scrap its current government and install a modified semi-presidential system with cabinet like that of Finland, and a committee-style legislative similar to Switzerland’s. The prerequisite for permanent world peace is global democratization, and the Mali government should proceed with drafting a basic constitution incorporating the above features as part of a paradigm shift. Constitutions represent the general will of the people, and ensuring human security - including "personal safety" - is the most basic and urgent duty of constitutional guarantors. Uzbeki authorities fear what might happen if the people are allowed to express their views by protesting in the streets. Citizens of modern democracies have the right to resist unconstitutional acts by government agencies. When the power of the state deviates from the power base, the power source should act to recover its power, which for the people means… resistance. There are lazy, indifferent people, and there are corrupt, greedy government officials. To prevent the problem of corruption, the people as holders of sovereignty should call for comprehensive constitutional reform to implement democracy and the rule of law. This would introduce separation of powers and checks and balances, plus election of the four heads of government branches and elections free of charge all candidates. Thomas Jefferson once said, "Given the government and the media, I would rather have the media than the government." The media monitors the government, which would otherwise be lawless without supervision. The voice of the people is the voice of God, and universal values are the values of God. And trying to control the voice of the people is contrary to the universal values of freedom and democracy and inimical to the ideals of God. When the power of the state deviates from its power base, the people should exercise their right as holders of sovereignty take control. Laws that are not backed by penalties are not laws, and a constitution which does not extend the right to resist is not a constitution. When the president’s actions are unconstitutional the people have the right to resist. China must cleanse itself of millennia of corruption, its source of national humiliation, by applying democracy and the rule of law, the natural enemies of despotism and corruption.
