Free speech is a universal right, and attempts to silence the voice of the people are aimed at creating a monolithic society with only one opinion. There are lazy, indifferent people, and there are corrupt, greedy government officials. To prevent the problem of corruption, the people as holders of sovereignty should call for comprehensive constitutional reform to implement democracy and the rule of law. These steps would all help cut the illicit ties that lead to corruption. See the Chart for Permanent Peace and Development / Global Unity Constitutional Standards.

When the power of the state deviates from its power base, the people should exercise their right as holders of sovereignty take control. Laws that are not backed by penalties are not laws, and a constitution which does not extend the right to resist is not a constitution. When the president’s actions are unconstitutional the people have the right to resist. Afghanis should call for comprehensive constitutional reform to install a modified semi-presidential system with cabinet; limiting the president to one 5-year term with no eligibility to run again for 6 years afterwards.
