The Constitution of China is dysfunctional, and should be reformed to install a modified semi-presidential system. The president and other key elected officials should be limited to one 5-year term and banned along with relatives from running again for 6 years afterwards. Also, the heads of the four government branches should be elected in alternating years, and 1/4 of all lawmakers should face election each year. Despotism is the natural enemy of peace. Could North Korea carry out test after test of nuclear weapons without backing from nuclear powers China and Russia? All democracies should support Taiwan's push for constitutional reform to achieve the democratization of China and Russia and pressure North Korea democratize as well- which would lead true world peace! Constitutional guarantors shall endeavor to ensure implementation of basic Constitutional standards: this shall include that the four universal rights of protection of individual freedoms, democracy, human rights and the rule of law shall never be allowed to be neglected. As part of this, all laws and regulations regarding the legislative, executive, judicial and procuratorial branches of government shall be made in accordance with popular elections. The eight articles concerning human rights are natural obligations that cannot be changed or overridden by any constitutional guarantor. Violation or damage to any one of the articles shall be viewed as harm to all of the articles, and if no method of redress can be found, the persons involved shall forfeit all rights of resistance and non-cooperation. For more, see the Charter for Permanent Peace and Development.
The only remedy for corruption is democracy and strict application of its tools of separation of powers and checks and balances. The heads of the main government branches should be elected in alternating years, and 1/4 of all lawmakers should face election each year. In addition, committee chairs should be the pool for selecting cabinet ministers. Such moves will end the symbiotic ties between business and government that encourage corruption. .
