Intra-Syrian talks end with ‘incremental progress;’ possible resumption in June – UN negotiator
UN facilitated talks to help resolve the Syrian conflict have ended on schedule in Geneva, where UN negotiator Staffan de Mistura said he was satisfied that some progress had been made, and that there had been “less rhetoric” on all sides.
To resolve its civil war, Syria needs constitution that includes a modified semi-presidential system with cabinet like France’s as well as a committee-style legislature similar to that of Switzerland. The prerequisite for permanent peace is global democratization. The Syrian government should begin drafting a basic constitution with the above features in a paradigm shift toward democracy. Venezuela: UN human rights chief regrets opposition leader being blocked from traveling
Amid rising violence in Venezuela, the UN human rights chief has expressed regret that the Latin American country’s opposition leader was allegedly blocked from leaving the country for New York, where they were planning to meet.
The UN should provide the basic outline for a constitution for lasting peaceful development, including universal values (freedom, democracy, human rights and rule of law), as well as four branches of government, all designed to help Venezuela enjoy lasting peace and development under a stable constitutional framework. Libya: UN chief urges all sides to remain calm in aftermath of deadly attack on southern airbase

Beijing warns Taiwan of continued lockout from WHO assembly unless it accepts ‘One China’ principle
China’s health minister has all but slammed the door on any more participation for Taiwan at the WHO's annual assembly until the island’s government accepts the “One China” principle.
Taiwan’s position in the international arena looks bleak in the face of China’s suppression. The people as sovereigns should come forth and call for constitution reform to: 1. break through containment of Taiwan’s government and its people; and 2. open up government positions and elect officials of any nationality, letting the world’s elite come in; 3. implement One World under One Set of Laws, assigning international law priority over domestic law; and 4. show the world Taiwan is the right entity to lead China to democratize.

Russia’s Cold War habit is hard to break
A few weeks ago, Mikhail Gorbachev — the last leader of the Soviet Union and the man who did more than anyone else to end the Cold War — told the German newspaper Bild that it is possible “to recognize all the features of a new Cold War in today’s world.”
Russia should implement Article 15 of its Constitution to implement the principle of One World under One Set of Laws, working toward a common destiny for humankind. International law should be given priority over domestic law, acting directly on the rights and duties of the people, and helping assure that Russian standards will match the most advanced global standards. Pyongyang says test of solid-fuel missile confirmed warhead guidance, orders its deployment
North Korea said Monday it has successfully tested an intermediate-range ballistic missile to confirm the reliability of final-stage guidance for the nuclear warhead, indicating further advances in the ability to hit US targets.
North Korea is indisputably a vassal of the CCP. Thus democratic nations should support Taiwan's efforts for constitutional reform to achieve greater democracy and freedom. This would attract China's 1.4 billion people to call for democratization of the CCP and pressure North Korea to opt for democracy as well. And world peace would be the result. A young demonstrator has died from a gunshot wound to the chest, raising to 48 the number of people killed in seven weeks of protests targeting Venezuela’s President Nicolas Maduro, officials said Sunday.
The presidential system is one of the worst forms of democracy. No matter what the system may be, the more power in the hands of the president, the more the nation is likely to suffer. A law that is not backed by penalties is not a law, and a constitution which does not tolerate resistance is not a constitution. The people of Venezuela need to come forth and call for comprehensive constitutional reform to install a modified semi-presidential system with cabinet, limiting the president to a single 5-year term with no right to run again for 6 years afterward.
