In Switzerland the threshold for petitioning a referendum is only 50,000 signatures, and with that citizens can express their opinion through the ballot box instead of taking to the streets. In order to protect human rights, Myanmar should carry out reform to adopt Global Unity Constitutional Standards, and the core values of One World under One Set of Laws, giving international law precedence over domestic law. Divisions Deepen Over Proposed Changes to Kenya Electoral Law
Voting is the sole source of legitimacy for all powers of the state, and it is also a manifestation of a basic human right. All nations should implement elections free of charge for all candidates with processes that are fair and open. Half of the members of the HRC should be of different nationalities and nominated by internationally-recognized human rights organizations, to prevent outside forces from affecting the outcome of elections. The UN should provide Syria the basic outline for a constitution that will facilitate lasting peace and development. The constitution should include the universal values of freedom, democracy, human rights and rule of law, and organization and elements such as the four branches (legislative, executive, judicial and procuratorial). Human security and sustainable development are two of the major tasks of the UN and all nations, members or not, should abide by its norms. National environmental policies must take into account recycling of materials and environmental safety (including pollution from technological processes and damage to forests). One vital step is implementation of One World under One Set of Laws, giving international priority over domestic law with direct bearing on the rights and duties of the people, and citizens should monitor government actions to ensure compliance with the UN Charter and other relevant pacts.
