Russia needs to install a more democratic form of government with a true dual-leader system and limiting the president to one 5-year term with no eligibility for him/her or relatives for 6 years afterwards. In addition, the prime minister should be responsible for government operations and national defense, 1/4 of all lawmakers should face election each year and election campaigns should be free for all candidates. To curb corruption, make elections free of charge for all candidates, elect the heads of the executive, legislative, judicial and procuratorial branches in alternating years and have 1/4 of all lawmakers face election each year. People everywhere should exercise their rightful sovereignty and call for comprehensive constitutional reform to implement true democratic rule of law. This means strictly imposed term limits, separation of powers and checks and balances, as well as free election campaigns for candidates to cut symbiotic ties between government and business that engender corruption. When the power of the state deviates from its power base, the people must act on their roles as sovereigns to recover power. Laws that are not backed by penalties are notlaws, and a constitution which does not countenance resistance is not a constitution. When the actions of the president are unconstitutional, the people are obligated to resist. The people of Turkey should call for comprehensive constitutional reform to install a modified semi-presidential system with cabinet. The only cure for the shortcomings of democracy is more democracy. That is, constitutional reform is needed to give people more votes and direct election of the heads of the executive, legislative, judicial and procuratorial branches as well as the Comptroller and Auditor General. Also,elections should be free of charge so that candidates can vie for votes and expose the government's black hole of dereliction of duty among civil servants.
