Malaysia's national reconstruction and 'open society' will require great institutional norms. The people pin their hopes on the leader largely out of laziness. This is inconsistent with the spirit of the rule of law in the 21st century. The long-term peace and stability of the country lies in a constitution which makes the system great. Do not let the leaders be great, and the people will be great. See the Charter for Permanent Peace and Development for details. §1.9 §1.10 §5.1 §6.1 §6.10
