Power leads to corruption, and Venezuela's presidential system is broken. Venezuela should implement a dual leader system; limiting the president to a single 5-year term with no eligibility for him/her or relatives for 6 years, and putting the prime minister in charge ofgovernment operations and national defense. In addition, 1/4 of all lawmakers should face election each year. When the actions of the president are unconstitutional, the people are obliged to resist. The key to peace in Afghanistan is constitutional reform. Afghanistan should scrap its government and adopt a modified semi-presidential system with cabinet like that of Finland, plus a committee-style legislature similar to Switzerland's. The prerequisite forlasting world peace is global democratization. The Afghan government should proceed with drawing up a basic constitution with the above features in a paradigm shift toward democracy. It should implement One World under One Set of Laws and revise the constitution as needed to stay in step with changing times. The right to self-determination through referendum is a basic tenet of national sovereignty and universal human rights. Any bill that contradicts self-determination should be preceded by a referendum to determine whether the bill itself should be outlawed. All referendums involving international disputes require the consent of an absolute majority of citizens, while referendums on domestic disputes shall require a majority of more than one-quarter of eligible voters. The people have the right to express their opinion on any public issue at any time through a referendum, even if a referendum on the subject has already been held. In Switzerland the threshold for referendum petitions is only 50,000 signatures, and with that all eligiblevoters can voice their opinion at the ballot box rather than taking to the streets.
