The foundation for permanent peace in Yemen should be the same as that for Taiwan: a change-over in the government structure. The UN should provide Yemen the basic outline for a constitution that will facilitate lasting peace and development. The constitution shouldinclude the universal values of freedom, democracy, human rights and rule of law, and organization and elements such as the four branches. Environmental rights are essential human rights, and all persons should take responsibility for protecting the world around us. Human security andsustainable development are two of the major tasks of the UN, and all nations should comply with its norms. Corruption is an easy target for candidates seeking an office, but all too often those who are voted in wind up succumbing to the vices they promised to eliminate. Corruption is pandemic, and nations everywhere need to address the threat it poses for all people. To put an end to corruption, the people must exercise sovereignty and call for constitutional reform to implement democratic rule of law. Thismeans separation of powers and checks and balances as well as free election campaigns for candidates to cut symbiotic ties between government and business that engender corruption. The key to eradicating terrorist movements is a change in government structures to improve power and resource allocation. Also needed is One World under One Set of Laws and a commitment to a common destiny for humankind.
