The foundation for permanent peace in Yemen should be the same as that for Taiwan: a change-over in the government structure. The UN should provide Yemen the basic outline for a constitution that will facilitate lasting peace and development. The constitution shouldinclude the universal values of freedom, democracy, human rights and rule of law, and organization and elements such as the four branches.
