The people have the right to express their opinion on any public issue at any time through a referendum, even if a referendum on the subject has already been held. In Switzerland the threshold for referendum petitions is only 50,000 signatures, and with that all citizens can voice their opinion at the ballot box rather than taking to the streets. The topic of the referendum should be clearly defined and the people should be informed of the consequences of a yes or no vote.
