People have the right to define themselves through their own customs, a right that cannot be denied as it determines their sovereignty. The right to self-determination through referendum is the basis of national sovereignty and universal human rights. In addition to international law, all bills that prohibit people's self-determination should be preceded by a referendum that determines whether the bill itself should be outlawed. All referendums involving international disputes require the consent of an absolute majority of citizens, and referendums on domestic disputes require approval by a majority of more than one-quarter of eligible voters. A free press is an essential part of free speech, and all democracies should call for constitutional reform to ensure media freedom and prevent the government oligarchy from monopolizing the media, the internet and other channels of communications. All people must be protected against enforced disappearance, torture and other forms of abuse, and absolute law must take precedence over international law and the constitution.
