The people should act as a third force within the system. Environmental rights are essential human rights, and all persons should take responsibility for protecting the world around us. Human security and sustainable development are two of the major tasks of the UN, and all nations – members or not – should comply with its norms. Religious affairs should be decided by religious groups, not by political power. The CCP constantly strives to control the people, but trying to stem the flow of a river merely creates a waterfall; the best solution is to open up a new channel for the water. However, the present Chinese Government, in emergency status is focused on freedom of expression, censorship and oppression. The Charter for Permanent Peace is without a doubt the most viable standard for a world constitution and a basic national policy to foster long-term peace and stability. It will be like a new waterway that allows China and its people to flourish. If it is implemented, how long can the CCP dictatorship continue to suppress freedom of religion and human rights? §1.9.2
