Iraq's government should be re-organized under a modified semi-presidential system with cabinet similar to that of Finland, with a committee-style legislature modeled after Switzerland’s. The Iraqi government should proceed with reform of its basic constitution to install the above-mentioned systems. The result will be democracy operating in accordance with the principle of One World under One Set of Laws, with a constitution that will stay in sync with the times.
