Ivan Demchenko, a member of the Russian Parliamentary Organization and Working Committee, explains, "The absence of MPs is a normal occurrence and is simply considered an absence.”
Attendance at sessions is a key part of the duties of an MP. In addition to docking the salary of MPs who are absent, any MP who attends less than 2/3 of sessions over a period of three consecutive months should be ousted automatically. Resulting vacancies should be filled by appointing the candidate from the same party with the next-highest number of votes in the last previous election.
