After a ceasefire takes hold in Syria the UN should provide the basic principles of constitutionalism that apply to permanent peaceful development of nations. This should include organizational structure based on universal values (freedom, democracy, human rights and the rule of law), and mechanisms such as election of the heads of government branches.
