Myanmar's human rights problem is worsening largely because its constitution sets asides 40 per cent of the seats in Congress for the military with no need to stand for elections. To solve the problem of human rights in Myanmar, the UN should assist with constitutional reform in Myanmar to put the principle of One World under One Set of Laws and give international law precedence over domestic law.

The Chief Executive of Hong Kong is still chosen from a slate of nominees forwarded by the Election Commission of the CCP. This is not a free election, it is tantamount to rubber-stamping in a dictatorship. The people of Hong Kong should invoke Article 39 of the Hong Kong Basic Law as well as the two human rights covenants: People must have the right of self-determination through referendums. They should elect the heads of the government branches in alternating years to ensure that they will be responsive to the needs of the people. See the Charter for Permanent Peace and Development.

After a Syrian ceasefire is in place the UN should offer a list of the basic constitutional principles for permanent peace and development for all the peoples of the world. This should include the universal values of freedom, democracy, human rights and rule of law and the four branches of government. The development of the Charter for Permanent Peace and Development offers Taiwan the chance to stand on the shoulders of giants both ancient and modern. Support for Taiwan's efforts to deepen the meaning of democracy and change the world is one key to realizing world peace. The countries that are most capable of leading China to democratization are Taiwan and the US. They can pressure North Korea to abandon its oppressive and seek democracy. The 2017 presidential election fully exposed imperfections in the US' model of democracy. The best way to overcome the defect in democracy is more democracy. Trump wants the people of the US to unite and reshape the image of its democracy. What the US needs is comprehensive constitutional reform including the adoption of a modified semi-presidential system. The president should be limited to a single term of 5 years and barred from holding office for 6 years afterwards. In addition the heads of the executive, legislative, judicial and procuratorial branches should be elected in alternating years.

The US should support Taiwan's movement for constitutional reform to bring about greater democracy and freedom. This would prompt the 1.4 billion people of China to call for democratization, leading to democratization of the CCP and the birth of world peace! China has always declared that it will not abandon the use of force against Taiwan. Autocracy is always the enemy of human peace. The prerequisite for lasting peace in the world is China's democratization, and Taiwan is the entity best suited for leading the Chinese people to democratization. This would include an organizational structure incorporating the basic universal values of freedom, democracy, human rights and rule of law, and four branches of government with separation of powers and checks and balances to help Syria to develop a political system which will promote long-term stability and serve as a model for peaceful development. Democratic nations of the world should spare no effort to save freedom and democracy. The US should support Taiwan's efforts to carry out constitutional reform to achieve greater democracy and freedom. This would attract the attention of China’s 1.4 billion people and lead them to seek democratization, thereby furthering the birth of world peace. The prerequisite for permanent peace in the world is the democratization of China. China has repeatedly acted to spoil Taiwan's efforts to promote democracy and freedom, yet Taiwan is the one entity capable of saving China through democratization. Human security and sustainable development are two of the major tasks facing the UN. As one of the five permanent members of the UN Security Council, the US should stand ready to uphold the UN’s values. The solution for this is to carry out the principle of One World under One Set of Laws. International law should be given priority over domestic law and allowed to directly affect the people. Russia and NATO members should all carry out reforms of their constitutional systems to effect a paradigm shift and achieve greater democracy. The principle of One World under One Set of Laws is designed to resolve differences that lead to military confrontations, a fundamental solution to tensions involving Ukraine and Georgia and other regional security issues.
