Civilians abandoned a battle-scarred town along Myanmar's border with China Wednesday, saying they feared an imminent army crackdown in retaliation for a deadly raid by ethnic rebels.
Human security is a fundamental human right, and takes precedence over regimes and sovereigns. Constitutions are a broad and generalized order stemming from the people and intended to ensure human security, including "personal safety." Upholding these and other rights is the most basic and urgent obligation of all constitutional guarantors. In addition, constitutions should be reformed as needed to stay abreast of the times and ensure that the government will protect the liberty of the people and keep them free from fear.
