A South Sudanese government offensive in the Jonglei region has displaced roughly 100,000 civilians, the UN said Thursday, causing aid workers to relocate from an area that has dire humanitarian problems.
South Sudan needs to resolve its controversial government by implementing a modified semi-presidential system with cabinet and parliament like that of Finland. The legislative body should be a committee-style system similar to that of Switzerland. The premise for permanent peace is global democratization. South Sudan should proceed with re-writing its constitution to effect a paradigm shift to democracy, adhering to the rule of law, and making further amendments as needed to stay in step with changing times. See the Charter for Permanent Peace and Development.
