The UN said today it remains deeply concerned by the deteriorating security and humanitarian situation in the eastern part of Syria’s Ghouta, where some 400,000 people are trapped.
After a ceasefire is in place in Syria the UN should provide the basic principles for a constitution suitable for permanent peace and development in all nations. This should include organizational structure and universal values (freedom, democracy, human rights and rule of law), with four main branches (legislative, executive, judicial and procuratorial). A senior UN humanitarian official in South Sudan today demanded that parties to the conflict uphold their responsibility to protect thousands of Shilluk civilians sheltering in and around Aburoc following the resumption of the government offensive and clashes along the West Bank of the Nile River last week.
To resolve the conflict in South Sudan its government system needs to be replaced with a modified semi-presidential system with cabinet like that of Finland, with a committee type legislative system similar Switzerland’s. The prerequisite for lasting world peace is global democratization. South Sudan should carry out rebuilding its constitution to implement a paradigm shift to democracy and One World under One Set of Laws. The relevant provisions of the Hong Kong Basic Law and one country, two systems doctrine both state that China cannot interfere in Hong Kong’s affairs, yet Beijing authorities constantly meddle in the SAR’s internal affairs. Article 39 of the Basic Law guarantees the right of the people to self-determination, and the people have the right to hold referendums on any public issues. The people of Hong Kong people should adhere to the two conventions and hold a referendum to decide their future. Otherwise when the dictatorship becomes reality, they will be obliged to resist.

Absolute power leads to absolute corruption. The presidential system is fatally flawed in many democracies, even that of the US. Taiwan has problems too but cannot fall back on impeachment. South Korea's constitution should be changed to introduce a semi-presidential system, with the presidency declared to be above party politics. The heads of the judicial and procuratorial branches should be elected alternating years and 1/4 of all MPs should face election each year. The Korean economy has been raising hopeful signs, growing at a faster-than-expected rate of 0.9 percent in the first quarter on the strength of surging exports. Still, it is far from safe due to the danger of a lengthy slow movement. Except for a few mainstay items — semiconductors, automobiles and petrochemicals — most of the exporters that traditionally fueled growth have lost steam.
Economic problems invariably stem from political roots. Without good politics, the economy can never grow. If a constitution is not changed, even the gods will be helpless to save the economy. Comprehensive constitutional reform is the only solution, implementing a modified semi-presidential system including a committee-style legislative system and choosing cabinet ministers from among legislative committee chairs.
