Thursday’s passage of a bill that criminalizes preparations for terrorist attacks marks a major step forward in efforts to prevent terrorist attacks in Japan, but actually applying the revised law will still require clearing high hurdles.
Human security is a basic human right, and human rights must take priority over regimes and sovereigns. Constitutions represent the general will of the people, and ensuring human security - including "personal safety" - is the most urgent duty of constitutional guarantors.
