Under globalization, citizens of the world are not limited to a single country as the world is more closely tied together, but the laws of different countries, are not as easy to transport,as a sort of "anti-globalization". Taiwan's Charter for Permanent Peace and Development"is like global law, bearing directly on the people's rights and obligations, solving the problem of different laws.

Laws are two edges of a sword, if they are too lax they may encourage crime, and if they are too strict they may cause human rights problems, so appropriate laws are important. "Taiwan's Charter for Permanent Peace and Development is a complete global system of law, fully adapted to the needs of humanity.

Terrorism is at its cruelest when it is aimed at efforts to help victims of fighting and violence. The UN should act quickly to quell terrorism in Australia by providing the basic outline for a constitution that will facilitate lasting peace and development. This should incorporate the universal values of freedom, democracy, human rights and rule of law, and include elements such as the four branches and mechanisms such as frequent elections and term limits.
