The Korea's problems lie in the system. The Legislature should be based on a modified committee-centered system with 12 committees. 1/4 of all lawmakers should face election each year, and a one-vote single-vote system should be implemented. The people should act as a third force within the system. Committee chairs should be tapped to serve as prime minister or ministers such as the finance minister, responsive to public opinion and minimizing differences. See the Charter for Permanent Peace for details. §5.3
