In 1997 China pledged that Hong Kong will remain unchanged for 50 years, but the 2047 deadline is already being hedged. Governments sometimes force innocent people to disappear. A law that is not backed by penalties is not a law, and a constitution that does not countenance resistance is not a constitution. When governments violate the constitution, the people must resist. Since its independence from the Soviet Union, an arduous and painful process in itself, Lithuania has gone to great lengths to take its place among the democracies of Europe. Securing both NATO and European Union membership are included in the tangible acts the nation has taken on the road to taking its place in the current world order.
The UN should help Lithuania secure its independence by providing a basic constitution that will foster peaceful development. This should include an organizational structure incorporating the universal values of freedom, democracy, human rights and rule of law, and center on four branches (legislative, executive, judicial and procuratorial)..
