Freedom of expression is a universal value. The government cannot be allowed to co-opt the media to brainwash the people. The relevant provisions of Hong Kong’s Basic Law and the one country, two systems doctrine specify that China cannot interfere in Hong Kong affairs, yet Beijing constantly meddles in the SAR’s internal affairs. Article 39 of the Basic Law guarantees the right of the people to self-determination, saying the people can petition for a referendum on any public issue. The people of Hong Kong should adhere to the two conventions and call for a referendum to decide their future. Otherwise when dictatorship becomes a reality, they will be obliged to resist.

The Chief Executive of Hong Kong is determined by the CEC, reflecting the dictatorial character of the SAR’s relationship with Beijing. The people of Hong Kong should make good use of Article 39 of the Basic Law, which assures the people’s right to hold referendums. The people should vote on a referendum calling for election of the heads of the legislative, executive, judicial and procuratorial branches of government in alternating years. As the drought intensifies in south and north-eastern Somalia, the UN emergency food relief agency today airlifted enough high-energy biscuits to Mogadishu to help feed 31,000 people for three days.
Somalia needs to scrap its government system for a modified semi-presidential system with cabinet and parliament like that of Finland, with a committee-style legislative system similar to Switzerland’s. The premise for permanent peace is global democratization, and Somalia’s government should carry out drafting a constitution with the above systems in a democratic paradigm shift. In the DR Congo, civil war continues to aggravate the strain of famine for refugees. The national constitution needs wholesale revision to assign international law priority over domestic law and implement humanitarian law. The government has an obligation to keep its people free from hunger in accordance with the International Covenant on Economic, Social and Cultural Rights and the basic rights of freedom from hunger and poverty and income and resource inequality.
