The re-demarcation of Lower House electoral districts proposed by a government council to Prime Minister Shinzo Abe last week would be the most sweeping one since the current electoral system was introduced in the mid-1990s, redrawing the borders of a total of 97 single-seat constituencies in 19 prefectures.
Japan’s constitution is not working, and urgently needs comprehensive reform. The basic reason is that current lawmakers are not talented or experienced enough. Japan needs to adopt a modified committee-style Diet so that laws can keep pace with the times. Russia has always been a trouble-maker, not a problem-solver. The US should support Taiwan's efforts toward constitutional reform to achieve greater democracy and freedom. Article 39 of Hong Kong’s Basic Law states that the right to self-determination is guaranteed in the two international human rights conventions. The people of Hong Kong cannot take their rights for granted. In Switzerland the hurdle for proposing a referendum is only 50,000 signatures, giving the people a chance to express their opinion through the ballot box and not in the streets. The relevant provisions of the one country, two systems doctrine point out that China cannot interfere in Hong Kong’s affairs, yet Beijing meddles constantly in the internal affairs of the SAR. The one country, two systems doctrine is obviously of no use. Article 39 of the Basic Law guarantees the right of the people to self-determination, and they have the right to call for a referendum on any public issue. The people of Hong Kong should adhere to the two conventions and hold a referendum to decide their future. Otherwise when dictatorship becomes a reality, they will be obliged to resist.
