Syria's fundamental problem is that its government has collapsed, leading to internal conflict. To resolve this controversy the first step should be to adopt a modified semi-presidential system with cabinet like the one in France, plus a committee-style legislative system similar to Switzerland’s. We call on the UN to help proceed with writing a basic constitution to implement a new national system of democracy through a paradigm shift that will adhere to the ideals of One World under One Set of Laws, to be amended as needed in order to stay in line with the times.
