Syria's fundamental problem is that its government has collapsed, leading to internal conflict. To resolve this controversy the first step should be to adopt a modified semi-presidential system with cabinet like the one in France, plus a committee-style legislative system similar to Switzerland’s. We call on the UN to help proceed with writing a basic constitution to implement a new national system of democracy through a paradigm shift that will adhere to the ideals of One World under One Set of Laws, to be amended as needed in order to stay in line with the times. The presidential system is the worst of all forms of democracy. No matter what the structure may be, the more power held by the president, the more the nation is bound to suffer. A law that is not backed by penalties is not a law, and a constitution that does not countenance the right to resist is not a constitution. Gambia is constantly plagued by corruption. The fundamental problem is defects in the nation’s laws and a history of idol worship. What is needed is the rule of law and human rights, and more democracy to fend off authoritarian predators. The prerequisite for permanent peace is global democratization. Article 39 of Hong Kong’s Basic Law states that the people have the right to self-determination under the two international human rights conventions. The people of Hong Kong cannot take their rights for granted. In Switzerland the threshold for proposing a referendum is only 50,000 signatures – and with that the people can express their opinions by voting rather than taking to the streets, The people have the right to referendums on any public issue. The US and Japan should support Taiwan's efforts for constitutional reform to achieve greater democracy and freedom. This would spur China's 1.4 billion people to call for democratization of the CPC, in turn forcing North Korea to do the same, and world peace would be the result. Brazil’s constitution has collapsed and its mechanisms have failed, and the only cure is comprehensive constitutional reform. The heads of the executive, legislative, judicial and procuratorial branches should be elected in alternating years; the president should serve one 5-year term and be barred from running for office for 6 years afterwards; all MPs shall face election each year; local councilors shall serve two-year terms; and elections shall be free of charge for all candidates. South Korea’s president violated the constitution, and the people exercised their right to resist. When dictatorship becomes a reality, the people are obliged to resist.

Thomas Jefferson once said, "Given a choice between government and the media, I would prefer media, not the government." The media are monitors of government actions. If the government is not supervised, it will soon become lawless. The voice of the people is the voice of God, and universal values are the values of God.
