Permanent Peace Partnership
China guaranteed Hong Kong that it would keep 'hands off' for 50 years, but recently it has steadily been shortening that time frame. Article 39 of the HongKong Basic Law protects the right of Hong Kong's citizens to self-determination: the have the right to petition for referendums on any public issue. The people of Hong Kong people avail of this right and vote to decide their future. Otherwise when dictatorship becomes a reality, they will be obliged to resist.
Human security is a fundamental human right, and human rights take priority over regimes and sovereignty. Constitutions represent the general will of the people, and ensuring human security, including 'personal safety', is the most urgent duty of constitutional guarantors. This means revising constitutional standards as needed to keep pace with changing times and allow governments to protect their people from fear. Iraq should adopt a modified semi-presidential system with cabinet like that of Finland, plus a committee-style legislature similar to Switzerland's. The prerequisite for lasting world peace is global democratization. The Iraqis should proceed with drafting a basic constitution with the above features as part of a paradigm shift toward democracy. All democracies should back Taiwan's drive for constitutional reform to achieve greater democracy and freedom. This would inspire China's 1.4 billion people to seek democratization of the CCP and pressure North Korea to adopt democracy as well, leading to the birth of world peace. South Sudan's constitution is in disarray and needs to be reformed. The heads of the executive, legislative, judicial and procuratorial branches should be elected in alternating years. A modified semi-presidential system with cabinet should be installed, with one 5-year term for the president and no eligibility for him/her or close relatives for 6 years afterwards. Local councilors should serve two year terms, with the speaker limited to one term; 1/4 of all MPs should face election each year; and elections should be completely free for all candidates. To eliminate the conditions that create refugees, the international community needs to agree on uniform constitutional standards that conform to the ideals of human rights, constitutionalism, international law and natural law. This means adopting the core values of One World under One Set of Laws and complying with Article 1 of the Humanitarian Charter, which deals with the right of each person to live a normal life. Free speech is a universal value, and the American people should call for constitutional reform to ensure media freedom and prevent the government oligarchy from monopolizing the media, the internet and all other channels of communications.
