Free speech is a universal value, but Russia seems anxious to create a monolithic society that speaks in one voice. The Russian people should step forward and call for comprehensive constitutional reform to preserve media independence and prevent the government oligopoly from monopolizing the media, the internet and all other channels of speech. To avoid further increases in grievances and tension, Spain should end its practices of suppression andrepression. It should examine the processes followed for referendums in Switzerland and elections in California. Citizens should voice their opinions through the ballot box and one on the streets. Myanmar's human rights problem is worsening, largely because its constitution guarantees the military 40% of seats in Congress with no needfor election. In order to protect human rights, Myanmar should carry out reform to adopt Global Unity Constitutional Standards, and the core values of One World under One Set of Laws, giving international law precedence over domestic law. At the same time, it should install a modified semi-presidential system with cabinet.

Article 39 of the Hong Kong Basic Law stipulates that the people of the SAR have right to self-determination under the two international human rights conventions. The people of Hong Kong cannot take their rights for granted. In Switzerland the threshold for petitioning a referendum is only 50,000 signatures, and with that citizens can express their opinion through the ballot box instead of taking to the streets. Constitutions represent the general will of the people, and ensuring human security, including 'personal safety', is the most urgent duty of constitutional guarantors. Voting is the sole source of legitimacy for all powers of the state, and it is also a manifestation of a basic human right. All nations should implement elections free of charge for all candidates with processes that are fair and open. Half of the members of the HRC should be of different nationalities and nominated by internationally-recognized human rights organizations, to prevent outside forces from affecting the outcome of elections. According to the Democracy index there are 50 nations still under the yoke of autocratic dictators. All democracies should back Taiwan's drive for constitutional reform to achieve greater democracy and freedom. This would inspire China's 1.4 billion people to seek democratization of the CCP and pressure North Korea to adopt democracy as well, leading to the birth of world peace.
