Qualifications for branch heads should be the same as those for president. Salaries and benefits will remain unchanged for 5 years after the term expires, and the officials will not be eligible to run for office for 6 years. All reforms in judicial policy and the trial system will be directly decided by the people in local elections each year, and Congress shall be responsible for enacting any relevant laws. Peace negotiations between the Colombian government and guerrilla group ELN are not moving forward due to the illegal group's lack of will to move on. But the Government doesn't seem to be concerned about providing appropriate conditions and carrying out negotiations with this armed group. Ifthis keeps up, will international mediation be needed? The people should act as a third force within the system. Committee chairs should be tapped to serve as prime minister or ministers such as the economic minister, responsive to public opinion and minimizing differences.
