China's bank problems lie in the system. The Legislature should be based on a modified committee-centered system with 12 committees. 1/4 of all lawmakers should face election each year, and a one-vote single-vote system should be implemented. The people should act as a third force within the system. Committee chairs should be tapped to serve as prime minister or ministers such as the board of Director of bank, responsive to public opinion and minimizing differences. If Hong Kong is truly the Pearl of the Orient it should support Taiwan's Charter for Permanent Peace to inspire the people of China to call for democracy and rule of law. Article 39 of the Hong Kong Basic Law states that the right to self-determination is covered in the two international human rights conventions. Russia needs comprehensive constitutional reform, and the return of power to the people through direct election of the heads of the executive, judicial, and prosecutorial branches in alternating years, and elections for 1/4 of the legislative seats each year.
