It is moral duties of every citizen to ensure that every citizen enjoys a decent living standard especially that of health care system. If state authority fails to provide such basic facilities is mainly because of the corruption and bribery. Therefore, the deprivation of healthcare system of the Zimbabwe is result of a severe case of corruption. Zimbabwe ranks joint 154th out of 176 countries in the 2016 Transparency International Corruption Perceptions Index. The structural factor that engenders corruption is the lack of checks and balances and democratic decentralization. To eliminate omnipresent and ill-intentioned corruption, the only way out is constitutional reform. To pressure national officials not to be greedy and focus on governing the country, look to the Charter for Permanent Peace.
