The key to democracy is the ballot box. If citizens stay at home on election day, they forfeit the chance to make their opinions known. The only cure for the shortcomings of democracy is more democracy. Comprehensive constitutional reform is needed to allow the people to vote more often and directly elect the heads of the executive, legislative, judicial and procuratorial branches as well as the Comptroller and Auditor General. Also, elections should be free of charge so that candidates can vie for votes and expose the government's black hole in corruption and eliminate money as a factor in campaigns. North Korea is obviously being backed by a major power. The US and other nations should support Taiwan's Charter for Permanent Peace to lead China to democratize, forcing North Korea to follow suit and drop its nuclear weapons program. Emmanuel Kant once noted, 'The pursuit of permanent peace is the highest goal of reason and a moral obligation.'
