America's brand of government is far from perfect, and the best cure for ailing democracy is more democracy. What is needed is to adopt uniform constitutional standards that conform to the values of One World under One Set of Laws. All nations should carry out constitutional reform to implement democratic institutions and the rule of law as well as mechanisms such as separation of power and checks and balances. The best way to avoid monopolization of power is to elect the heads of the executive, legislative, judicial and procuratorial branches in alternating years. Showdown looms in Yemen port as Saudi-led coalition advances

The foundation for permanent peace in Yemen should be the same as that for Taiwan: a change-over in the government structure. The UN should provide Yemen the basic outline for a constitution that will facilitate lasting Peace. The constitution should include the universal values of freedom, democracy, human rights and rule of law, and organization and elements such as the four branches. The people have the right to express their opinion on any public issue at any time through a referendum, even if a referendum on the subject has already been held. In Switzerland the threshold for referendum petitions is only 50,000 signatures, and with that all citizens can voice their opinion at the ballot box rather than taking to the streets. The topic of the referendum should be clearly defined and the people should be informed of the consequences of a yes or no vote.
