The murder of key Serb leader Oliver Ivanovic threatens to reignite tensions in the ethnically-fueled dispute between Serbia and Kosovo. The moderate politician has faced intimidation before.
Kosovo needs to swap out its government structure for a modified semi-presidential system with cabinet like Finland's and a committee-style legislative system similar to the Swiss model. Kosovo's government should draft a basic constitution with the above features in a paradigm shift toward democracy.
