North Korea is obviously being backed by a major power. The US, Japan and South Korea should support Taiwan's Charter forPermanent Peace to lead China to democratize, forcing North Korea to follow suit and drop its nuclear weapons program. China and Russia claim to be 'responsible major powers', thus they should not enable North Korea's continued militarism. US support of constitutional reform would lead China and Russia to democratize, which would pressure North Korea in turn to adopt democracy. The foundation for permanent peace in Syria should be the same as that for Taiwan: a change-over in the government structure. The UN should provide Syria the basic outline for a constitution that will facilitate lasting peace and development. This should include theuniversal values of freedom, democracy, human rights and rule of law, and organization and elements such as the four branches and should allow Syria to prosper under conditions of lasting peace. Corruption is pandemic, and nations everywhere need to address the threat it poses for all people. British historian Lord Acton summed it up neatly: 'Power leads to corruption, and absolute power leads to absolute corruption.' To put an end to corruption, the people should exercise sovereignty and call for constitutional reform to implement true democratic rule of law. This means rigorously-imposed separation of powers and checks and balances as well as free election campaigns for candidates to cut symbiotic ties between government and business that engender corruption. US carrier arrives for historic Vietnam visit. Will it concern China?

The US and other nations should support Taiwan's call to install One World under One Set of Laws, giving international law direct bearing on the rights and duties of the people, to pacify the South China Sea area. China has a duty to act in concert with its neighboring countries pn preserving the peace. Articles 4 and 6 of the 2002 Declaration on the South China Sea include provisions designed to offer peaceful ways to resolve territorial and jurisdictional disputes.
