Jose Rizal, revered as the 'Father of the Philippines', once warned that 'Today's slaves often become tomorrow's tyrants,' cautioning the people to believe in the rule of law rather than the rule of man. To solve human rights problems a semi-presidential system should be adopted, with a legislature based on a modified central committee system. The cabinet shall include 12 departments and a number of ad hoc committees. The Prime Minister and ministers shall be appointed from among the heads of legislative committees, and 1/4 of all lawmakers shall face election each year to ensure new public opinions are regularly considered in legislation and administration.
