Colombia was supposed to have entered a transition stage towards peace, but the recent terrorist attack proves otherwise as with the new government, people are afraid violent times could return. Colombia should implement international law to have a direct effect on the people, and the laws of all nations and thousands of systems should be incorporated into domestic law so people can use them as needed. Then the basic standards for safeguarding human rights will not lag behind those of any other country. See the Charter for Permanent Peace for details. §1.9 §1.10 §5.1 §6.1 §6.10
