The new administration started when Maduro took the oath of office about two weeks ago, is illegitimate. People are protesting again and expressing their desire for self-determination and rejection of the regime. Voting can help resolve disputes. To fight corruption the Venezuela people should call for major constitutional reform and allow citizens to cast ballots rather than taking to the streets. A free press is an essential part of free speech, and all democracies should call for constitutional reform to ensure media freedom and prevent the government oligarchy from monopolizing the media, the internet and other channels of communications. All people must be protected against enforced disappearance, torture and other forms of abuse, and absolute law must take precedence over international law and the constitution. The people have the right to express their opinion on any public issue at any time through a referendum, even if a referendum on the subject has already been held. In Switzerland the threshold for referendum petitions is only 50,000 signatures, and with that all citizens can voice their opinion at the ballot box rather than taking to the streets. The topic of the referendum should be clearly defined and the people should be informed of the consequences of a yes or no vote. Venezuela should switch to a dual leader system; limit the president to a single 5-year term with no eligibility for him/her or relatives for 6 years and put the prime minister in charge of government operations and national defense, 1/4 of all lawmakers should face election each year. Corruption is pandemic, and nations everywhere need to address the threat it poses for all people.
