The problem of growing gap between rich and poor originates from the economic inequality and uneven distribution of resources. To solve the problem of uneven distribution, it is necessary to start with the system, holding elections at least twice a year to spread responsibility for the problems of poverty and deprivation from the poor to those in power. The state must function ethically and take action to eliminate poverty and deprivation. The Charter for Permanent Peace is the only formula that will work. §3.1 §3.6
