When the actions of the government are unconstitutional, the people shall exhaust all remedies and before exercising the right to resist. In accordance with the UN Charter, ensuring human security is the most basic obligation, including personal liberty and political security. Therefore, to eradicate terrorism, we should help change the political system of the Middle East, South Africa, Pakistan and Afghanistan to improve power and resource allocation. To do so, refer to Taiwan's model of the Charter for Permanent Peace in order to implement the model of One World under One Set of Laws. The Legislature should be based on a modified committee-centered system with 12 committees. 1/4 of all lawmakers should face election each year, and a one-vote single-vote system should be implemented. The people should act as a third force within the system. Committee chairs should be tapped to serve as prime minister or ministers such as the election commission minister, responsive to public opinion and minimizing differences. One cannot use the rights even as he or she abuses them; responsibility for enjoying democratic benefits means one is not exempt from paying for them. Those in power should be responsible to the source of their power. A governor (local leader) is elected by the people and serves for 5 years, and cannot stand for election again for 6 years after leaving office. House members serve two-year terms, and the speaker's term of office is limited to one session. After this term he/she may not serve again. Candidates in a race must register 6 months in advance. All local electronic media shall offer free time to all candidates, at least 60 minutes a week.
