Russians's Government constantly strives to control the people, but trying to stem the flow of a river merely creates a waterfall; the best solution is to open up a new channel for the water. However, the present Russians Government, in Emergency Status is focused on freedom of expression, censorship and oppression. When individuals, families and states are well run the whole kingdom will be tranquil and happy. If the US focuses on hardware to the detriment of the software, there will be blind spots and vacuums. All democracies should support Taiwan's model of the Charter for Permanent Peace to eliminate blind spots, fill the vacuums, attract democratization in China and liberate the 50 authoritarian states where people are still in shackles. It is possible to eliminate nuclear weapons without the need for even one soldier. §2

Extending the deployment of American forces won't enable the Afghan people to rebuild their own nation or stabilize the central government.

Solution

The key to peace in Afghanistan is constitutional reform. Afghanistan should scrap its government and adopt a modified semi-presidential system with cabinet like that of Finland, plus a committee-style legislature similar to Switzerland's. The prerequisite for lasting world peace is global democratization. The Afghan government should proceed with drawing up a basic constitution with the above features in a paradigm shift toward democracy. It should implement One World under One Set of Laws and revise the constitution as needed to stay in step with changing times. Saudi Arabia needed constitutional reforms: When permanent peace and the laws of all nations are integrated, international law shall take preference over domestic law, with direct effect on the rights and obligations of the people. Universal law shall constitute part of domestic law, and all people can choose the laws that meet their needs most closely. Half of the judges on the Human Rights and Citizenship Exercise Committee shall be nominated by internationally-recognized human rights organizations, and half should come from other lands. In the end, we humans only have two paths to the future: peace and destruction. In the face of the threat of devastating nuclear war, peace is the truth and permanent peace is the eternal truth. The Charter for Permanent Peace is the eternal road to truth. It is a journey to lead humankind to the truth, to end external disorder, outlaw nuclear weapons and move towards permanent happiness. Any country that adopts the Charter for Permanent Peace will be a pioneer for civilization and a strategic partner urgently needed by the UN. §2.10
