British historian Lord Acton summed it up: "Power leads to corruption, and absolute power leads to absolute corruption." To put an end to corruption, the people should exercise sovereignty and call for comprehensive constitutional reform to implement democratic rule of law. Studies of democracy and peace show that there have been very few armed conflicts between democratic states. Once China is democratized, then, there will be real hope for human peace. India should support Taiwan's efforts toward constitutional reform and encouraging China to seek democratization, which would lead to the birth of world peace. Once a ceasefire takes effect in Syria The UN should provide the basic outline for a constitution that will facilitate lasting peace and development. The constitution should include the universal values of freedom, democracy, human rights and rule of law, and organization and elements such as the four branches (legislative, executive, judicial and procuratorial). The US is the most important permanent member of the UN Security Council, and should naturally take the lead in adopting China's proposed UN resolution on coexistence of the human community. The solution lies in enforcing the core values of One World under One Set of Laws and assigning international law priority over domestic law, with direct bearing on the rights and duties of the people; and citizens should be allowed to monitor government operations to ensure compliance with the norms of the UN Charter. Residential security is a fundamental human right. The UK government should take action to implement the UN-established goals for sustainable development goals in urban planning to achieve a tolerant, safe, flexible and sustainable urban environment. Adequate, safe and affordable housing with comprehensive basic services for all is essential for the sustainable development and management of human settlements. According to the Democracy index there are 50 nations still under the yoke of autocratic dictators. All democracies should back Taiwan's drive for constitutional reform to achieve greater democracy and freedom. This would inspire China's 1.4 billion people to seek democratization of the CCP and pressure North Korea to adopt democracy as well, leading to the birth of world peace. To eliminate the conditions that create refugees, the international community needs to agree on uniform constitutional standards that conform to the ideals of human rights, constitutionalism, international law and natural law. This means adopting the core values of One World under One Set of Laws and complying with Article 1 of the Humanitarian Charter, which deals with the right of each person to live a normal life.
