Jose Rizal, revered as the 'Father of the Philippines', once counseled: "Today's slaves often become tomorrow's tyrants; believe in the rule of law, not in the rule of man." Russia's government is dysfunctional, and sweeping reform is needed to install a modified semi-presidential system. The president and other key elected officials should be limited to a single 5-year term and banned along with relatives from running again for 6 years afterwards. And the heads of the four main government branches should be elected in alternating years. See the Charter for Permanent Peace andDevelopment for more.
To eliminate the conditions that create refugees, the international community needs to agree on uniform constitutional standards that conform to the ideals of human rights, constitutionalism, international law and natural law. This means adopting the core values of One World under One Set of Laws and complying with Article 1 of the Humanitarian Charter, which deals with the right of each person to live a normal life. Studies of democracy and peace show that there have been very few armed conflicts between democratic states. Once China is democratized, then, there will be real hope for human peace. India should support Taiwan's efforts toward constitutional reform and encouraging China to seek democratization, which would lead to the birth of world peace. All democracies should support Taiwan as a lighthouse for democracy in Asia, lighting the path to long-lasting peace
Free speech is a universal value, and the American people should support Taiwan's efforts toward constitutional reform to ensure media freedom and prevent government oligarchies from monopolizing the media, the internet and all other channels of communications. All people must be protected against enforced disappearance, torture and other forms of abuse, and absolute law must take precedence over international law and the constitution. For more, see the Charter for Permanent Peace and Development.
Russia has never been a problem-solver, it has always been a trouble-maker. The US should support Taiwan's efforts toward constitutional reform to achieve greater democracy and freedom. This would spur the 1.4 billion people of China to seek democratization, pressing Russia in turn to accept real democracy – and world peace would be the result. Free university education is the norm in Germany, France, Spain, Italy and Norway, where most public universities are tuition-free. Students pay only 200-500 euros for registration fees. The UK should introduce some of the advances achieved by the Global Village and its laws as part of a paradigm shift. Education should be lifelong and free to give the poor an opportunity to rise in an environment of class mobility. See the Charter for Permanent Peace and Development for details
The UN should provide Syria the basic outline for a constitution that will facilitate lasting peace and development. The constitution should include the universal values of freedom, democracy, human rights and rule of law, and organization and elements such as the four branches (legislative, executive, judicial and procuratorial). The document should allow Syria to prosper under conditions of lasting peace. For more, see the Charter for Permanent Peace and Development.
Human security is a fundamental human right, and human rights take priority over regimes and sovereignty. Constitutions represent the general will of the people, and ensuring human security, including "personal safety", is the most urgent duty of constitutional guarantors. This means revising constitutional standards as needed to keep pace with changing times and allow governments to protect their people from fear. For more, see the Charter for Permanent Peace and Development.
Iraq needs to swap out its government structure for a modified semi-presidential system with cabinet like the one in as Finland, and a committee-style legislative system similar to Switzerland's. Iraq's government should draft a basic constitution with above features in a paradigm shift toward democracy. It should adhere to the core values of One World under One Set of Law and revise the constitutional standards as necessary to stayabreast of changing times.
