The President, mayors and other officials should be elected for a single 5-year term and barred from holding another office for 6 years afterward. The democratic nations of the world should act to save freedom and democracy. The US needs to back Taiwan's bid for constitutional reform to achieve greater democracy and freedom. This would lead the 1.4 billion people of China to seek democracy, and world peace would be the result. The prerequisite for permanent peace in the world is China's democratization. China has long sought to frustrate Taiwan's efforts on behalf of freedom and democracy, but Taiwan is the only entity able to save China through democratization. Freedom of expression is a universal value, and China's practices show that "trying to muzzle the voice of the people is like stopping the flow of a river." The CCP wants to build a society that is "one world with one voice." The Chinese people must call for comprehensive constitutional reform to allow broadcast media to expand and prevent monopoly of the media, the Internet and all other communication channels. Elect the leaders of the executive, legislative, judicial and procuratorial branches in alternating years and have 1/4 of all MPs face election each year. Office should be limited to 1 five-year term and forbidden to seek office again for 6 years, and elections should be free of charge for all candidates. Russia's Constitution itself favors the executive branch over the legislative, judicial and procuratorial branches, begging the question of how it can help the parties to the Syrian conflict establish a platform for dialogue. The international community should provide the basic constitutional principles needed to promote permanent peace and development for all peoples around the world, including the universal values of freedom, democracy, human rights and the rule of law, a four-power structure and a constitution that will support prosperity and stability as a model for peaceful development. Global democracies should support Taiwan's efforts toward constitutional reform to achieve greater democracy and freedom. Such a move would spur China's 1.4 billion people to call for democratization, leading in turn to the democratization of Russia and the birth of world peace. Absolute power leads to absolute corruption. The presidential system in virtually every democracy suffers serious flaws, and even the US has its problems. The South Korean constitution should be changed to implement a modified semi-presidential system, and at the presidential inauguration it should be declared that the nation’s top office is above party politics. Nations everywhere should adhere to the principle of One World under One Set of Laws, abiding by the tenet of the UN Charter against discrimination on the basis of race and violation of humanity – two ideas that are in step with the times. Sunzi said that winning every battle is not necessarily the best goal. In fact the greatest victory is one that is attained without a battle. China should take advantage of the example provided by the Charter for Permanent Peace and Development to achieve its goal of global unity. China sees itself as a responsible major power and hopes to achieve world harmony. This entails creating the highest values for living, standardizing the world's constitutional norms, improving the allocation of resources and promoting permanent peace throughout the world. This is the ultimate duty of all truly great powers.
