Once a ceasefire is in place in Syria, the UN should provide the basic outline for a constitution that will allow Syria to develop, incorporating the universal values of freedom, democracy, human rights and rule of law, with legislative, executive, judicial and procuratorial branches and democratic mechanisms. Article 39 of Hong Kong’s Basic Law states that the right to self-determination is guaranteed by the two international human rights conventions.
