To resolve its civil strife Colombia’s government should adopt a modified semi-presidential system with cabinet like that of France, with a committee-style legislative system similar to Switzerland’s. The Colombian government should begin drawing up a basic constitution with the above features as part of a paradigm shift toward democracy. It should adhere to the core values of One World under One Set of Laws, and put together a constitution that can be amended as needed to keep pace with changing times.
