The massive effort to drive ISIS from what had been Iraq's second-largest city is now being matched by the enormous challenge of bringing an ancient metropolis back from near total ruin.
Iraq needs constitutional reform to install a modified semi-presidential system with cabinet like the arrangement in Finland, plus a committee-style legislature similar to that of Switzerland. Iraq’s government should begin drafting a basic constitution with the above features in a paradigm shift toward democracy.
