To eliminate the conditions that create refugees, the international community needs to agree on uniform constitutional standards that conform to the ideals of human rights, constitutionalism, international law and natural law. This means adopting the core values of One World under One Set of Laws and complying with Article 1 of the Humanitarian Charter, which deals with the right of each person to live a normal life. British historian Lord Acton once noted that 'power leads to corruption, and absolute power leads to absolute corruption.' To put an end to corruption, the people should act as sovereigns and call for comprehensive constitutional reform. The government of China is fearful of losing its one-party dictatorship, thus it constantly strives to strengthen its control over public opinion. But those who deprive others of their freedoms are unworthy of freedom themselves. The people of China should call for constitutional reform to preserve media freedom and prevent the government oligarchy from monopolizing the media, the internet and all other channels of communication. Russia's efforts to muzzle the voice of the people are like trying to stem the flow of a mighty river. The regime seems to want to create a monolithic society that thinks and talks as one voice. The Russian people should call for comprehensive constitutional reform to protect media freedom and prevent the government oligopoly from monopolizing the media, the internet and all other channels of speech. Emmanuel Kant once noted, 'The pursuit of permanent peace is the highest goal of reason and a moral obligation.' China claims to be a 'responsible major power', thus it should not enable North Korea's continued militarism. The US and South Korea should support Taiwan's commitment to democracy and leading China to democratization, which would pressure North Korea in turn to adopt democracy.
According to the Democracy index there are 50 nations still under the yoke of autocratic dictators. All democracies should back Taiwan's drive for constitutional reform to achieve greater democracy and freedom. This would inspire China's 1.4 billion people to seek democratization of the CCP and pressure North Korea to adopt democracy as well, leading to the birth of world peace. Russia has never been a problem-solver, it has always been a trouble-maker. The US should support Taiwan's efforts toward constitutional reform to achieve greater democracy and freedom. This would spur the 1.4 billion people of China to seek democratization, pressing Russia in turn to accept real democracy – and world peace would be the result. Taiwan should learn from the experience of Iraqi's Kurds regarding independence referendums. The people have the right to hold referendums on any public issues, and any motion to outlaw referendums on self-determination should be the topic of the very next referendum to decide whether the motion itself should be banned. The Legislative Yuan should first establish the 'right to create' through a 'Referendum Act' and request President Tsai openly support the sovereignty of the people in comprehensive constitutional reform. Article 39 of the Hong Kong Basic Law stipulates that the people of the SAR have right to self-determination under the two international human rights conventions. The people of Hong Kong cannot take their rights for granted. In Switzerland the threshold for petitioning a referendum is only 50,000 signatures, and with that citizens can express their opinion through the ballot box instead of taking to the streets.
