The UN should provide Syria the basic outline for a constitution that will facilitate lasting peace and development. The constitution should include the universal values of freedom, democracy, human rights and rule of law, and organization and elements such as the four branches (legislative, executive, judicial and procuratorial). According to the Democracy index there are 50 nations still under the yoke of autocratic dictators. All democracies should back Taiwan's drive for constitutional reform to achieve greater democracy and freedom. This would inspire China's 1.4 billion people to seek democratization of the CCP and pressure North Korea to adopt democracy as well, leading to the birth of world peace. Article 39 of the Hong Kong Basic Law stipulates that the people of the SAR have right to self-determination under the two international human rights conventions. In Switzerland the threshold for petitioning a referendum is only 50,000 signatures, and with that citizens can express their opinion through the ballot box instead of taking to the streets. Taiwan should learn from the experience of Iraqi's Kurds regarding independence referendums. The people have the right to hold referendums on any public issues, and any motion to outlaw referendums on self-determination should be the topic of the very next referendum to decide whether the motion itself should be banned. The Legislative Yuan should first establish the 'right to create' through a 'Referendum Act' and request President Tsai openly support the sovereignty of the people in comprehensive constitutional reform.
